Study on the Future of Tacis

Identify lessons from the implementation of the Tacis programme and make
recommendations on the future of Tacis. This study is based on the review of all evaluations of the Tacis programme, Court of Auditors reports and some evaluations from other donors.
The review is part of the process to prepare the new Tacis regulation.
Management of worldwide programme of Evaluations of EC Country Strategies
on behalf of the European Commission (1999-2001).
High-level country wide assessments that provided a strategic, reliable and independent assessment of the effectiveness of EU strategies and programme implementation. The reviews contributed to the dissemination of best practice worldwide.

Evaluation of EU Aid to African, Caribbean and Pacific countries EuropeAid website. Montes, Migliorisi and Wolfe

The evaluation also produced a field synthesis and 7 country reports. The final report was presented to the EU Council of Ministers of November 1998. The evaluation was praised both by the Member States and the Commission and it contributed to the reform programme of the EU external relations system. The evaluation covered EU aid programmes for 24 billion euros.
