Carlos Montes has worked for over 20 years on public sector reform, performance management and economic analysis in the United Kingdom, United States and internationally. Carlos has pioneered the use of performance management tools in different sectors and he has an in-depth and practical understanding of the processes of organizational change and learning. He also has a good understanding of how the UK government and the European Commission operate.
Carlos has managed influential reviews of European Union expenditure programmes covering more than 30 billion euros, including an official evaluation of EU assistance mandated by the EU Council of Ministers. As an Associate of the Prime Minister's Delivery United (UK Cabinet Office), Carlos has carried out end-to-end reviews of policy and implementation chains. He has also recently reviewed the effectiveness of public-private initiatives in delivering services (UK, Department of International Development). Previously, in the United States, Carlos worked as an economist for the World Bank.
Carlos has also worked supporting social enterprises in the health sector and is currently an Associate of Leaside Regeneration (UK). Previously he was an external advisor to the Big Lottery Fund (UK) on the sustainability of health and regeneration projects and an associate consultant for Accenture. He was also a part of a national project funded by the Big Lottery supporting social enterprises in the health sector at national level; support included the use of assessment tools (such as social return on investment) and support proposal for income generation activities. He is also author of the EU Donor Atlas, a mapping tool that has been praised by the EU Council of Ministers and by the European Parliament.
Carlos holds an M.Phil in Economics from Columbia University (New York) and an MA Economics and International Relations/Econ from Yale University (Connecticut). Carlos has published articles on performance management and has testified on economic development issues before the European Union Select Committee of the House of Lords.
